Once again, our industry is under attack

Printing Industry Midwest (PIM) would like to bring to your attention two pieces of proposed federal legislation H.R. 2441 and S. 1877, collectively known as the Improving Disclosure for Investors Act of 2025. At first glance, these bills appear to modernize how financial institutions communicate with investors. However, upon closer review, they represent a direct and immediate threat to the printing, mailing, and postal sectors that form the foundation of our industry.

If enacted, these bills would allow the Securities and Exchange Commission (SEC) and self-regulatory organizations such as FINRA and the MSRB to make electronic delivery the default method for nearly all investor communications effectively reversing the current opt-in model.

This change would cause a significant and lasting reduction in print and mail volumes for statements, shareholder reports, and disclosures, while further straining the United States Postal Service.

Our key concerns include:

  • Loss of print and mail volume following a short two-year transition period.
  • Increased financial pressure on USPS, leading to higher postal rates.
  • Disproportionate impact on the underserved those lacking reliable internet or digital access.
  • Cybersecurity and data privacy risks associated with forced digital-only communications.
  • Procedural loopholes allowing the SEC to implement these changes without full public comment.
