MINNESOTA

Minnesota Chamber

The results of the Minnesota Chamber’s PFML User Experience Survey have been released. Last Tuesday, the results were presented to the House Workforce, Labor, and Economic Development Committee. The Chamber reports that the survey results have generated awareness of the business perspective for PFML. Download PDF with results for more information.

HF 3127 Pass-Through Entity Tax

Introduced in the Minnesota House on April 7, 2025, this bill seeks to extend the expiration date for the pass-through entity tax (PTET) through the year 2027. The PTET allows pass-through businesses to file and pay an entity-level tax, which allows them to claim a higher deduction for their state business income tax than what would otherwise be allowed under the federal State and Local Taxes (SALT) cap. The extension would lower the federal tax bill for over 66,000 Minnesota businesses and has no impact on state revenues (MN Chamber of Commerce).

It has been referred to the House Taxes Committee. Tell these MN House Representatives what you think of this idea!

Proactive EHS Compliance in an Era of Increased Enforcement

The Minnesota Pollution Control Agency (MPCA) is increasing its focus on both new regulations and enforcement of existing ones. The agency is hiring additional inspectors and staff to support these efforts.

At the same time, Twin Cities counties responsible for RCRA (hazardous waste) compliance appear to be taking a much stricter approach. In the past, potential noncompliance did not usually result in penalties. Recently, however, businesses have received monetary citations and additional inspections from MPCA and the U.S. Environmental Protection Agency (EPA) for more in ‑ depth inspections.

Printing Industry Midwest (PIM) is here to help. Contact Paul Gutkowski or Cathy Malinowski to schedule a comprehensive Environmental, Health, and Safety (EHS) audit. An audit can identify issues and gaps before inspectors arrive at your facility.

Have you used PRISM?

If your company intentionally adds a PFAS chemical to a product manufactured in Minnesota, you may be subject to Amara’s Law.

  • Printing is not one of the 11 covered categories.
  • However, juvenile products and fabric treatments are included.
  • Packaging of these 11 categories may be included

Companies subject to the law must report their PFAS use through the Minnesota Pollution Control Agency (MPCA) system, PRISM (PFAS Reporting and Information System for Manufacturers).

There are ongoing concerns about PRISM’s readiness and functionality. If you have had negative firsthand experiences using this tool, please notify Printing Industry Midwest (PIM) EHS Team, Paul and Cathy. We can connect you with the Minnesota Chamber of Commerce so you can report these issues.
